Is there a link to a description of what this stat means. If not, can I get a precise on it. Am I right in assuming that it only applies to chips (not $s) and only for STTs?

Correct. We need to know the chip stacks of all players who are still in the tournament, and we can only do that when they are all in the same hand.

In fact, we often can't even know you're at the bubble if there are multiple other tables, so we wouldn't even know when to start adjusting from.
