Make certain you didn't delete any files in your database folder and that your antivirus did not quarantine any files from there. That error is saying portions of your database are missing and unless you can find those files and restore them you will likely need to fully uninstall and reinstall PostgreSQL and start with a new database and reimport your data (though if you have a backup that would expedite matters considerably).
