Eff stack preflop

Hi ! Why so hard to filter correct eff stack preflop ? In this situation eff stack not 30-60 but 20-60

The effective stack for each player is determined at their first action in the hand and it's the maximum amount that player could lose in a pot as of their first action. In this hand on Heros first action the small and big blind are still to act and they both have stacks greater than 30bb.
