Locate and delete the postmaster.pid file if it is present (not "postmaster.opts" which may be there too). You can find that file in C:\Program Files\PostgreSQL\9.3\data\ although you may have a different PostgreSQL version (e.g. 8.4, 9.0) or have it installed in C:\Program Files (x86). Once it's deleted, reboot and see if that resolves the trouble.

Click Start in Windows and type 'services' and open the Services window. Do you see PostgreSQL in the list? Can you start it?

this issue is really weird
when i restart my computer sometimes pt4 will not open and it get that error msg. If i restart several times it eventually works. Ive had no issues for over a week and just restarted my computer and now its coming up with the msg and wont open ptg

i searched for services and im trying to manually start postgresql-8.4 server and its not working. came up with error 1053 did not respond etc

Click Start type Event Viewer and click on it when it appears. Expand the Windows Logs section in the top left and click Applications. In the top center pane you should see errors relating to PostgreSQL. Click on one and tell us what the error text (in the bottom center) says.

This is a known issue which affects some older versions of PostgreSQL and newer versions of Windows. Unfortunately I am not aware of a way to fix it other than installing a newer version of PostgreSQL (9.3 seems to work for people this affects). Do you have a backup of your database?
