That's not what was said. Of course it is possible to calculate the all-in equity on the turn however it introduces a bias in the results in that scenario so it's not calculated.

I am not seeing an existing custom statistic for that so please refer this guide for the basics on custom statistics creation and this guide for a deeper walkthrough. The latter was written for PokerTracker 3 but the techniques all apply to PokerTracker 4, the interface is just slightly different.
